On line 2999 in webform.module the function _webform_filter_values always expects the Super Global $_COOKIE to exist and it does not always. The included patch will create an empty array if $_COOKIE is not set instead of throwing errors.

Thanks! Seems like it should be fine. These variables don't exist in the 4.x branch any more, so this only needs to be applied to 6.x-3.x and 7.x-3.x.
