I have this issue. I set up two VAT taxes, Let's say 10% and 20%. The 10% tax will apply if the user selects specific value for one of the fields in the billing information during checkout. That works ok!

The problem is when i create the order through UI. Even if i choose that specific value when i fill his billing info the rule for the 10% tax is not applied.

How i should do it?

So the problem is that i have to return the order to the Cart status in order to calculate tax rates. Is it possible to do the calculation while the order's status is "Pending"???

it seems a Drupal Commerce issue to me.

"Calculating the sell price of a product" event should be also when a product line item it's added to an order, not only on cart.

here is a patch for this.

We don't do it automatically on add for a variety of reasons, but we do have an open issue to address manually triggering price calculation after building an order: #1918978: Allow administrators to trigger price calculation on an order
