Execute hook_payment_status_change() for statuses equal to the current one

Sometimes you'll want to respond to payment statuses being set, even if the payment already has that status, so execute hook_payment_status_change() even when the new status is equal to the current one, but do not actually set the new status, to prevent duplication.
