When applying transaction that is over the limit balance settings the record button should be removed.

No under some circumstances the user is able to override balance limit checks.
Note that there are now 3 currency types, in a property called issuance.
Non 'acknowledgement' currencies have balance limits, which are configured at the bottom of the currencies page.
There you can see the balance limits overrides.
If there is a limits error, which is not overridden, the form should rebuild on step 1
