The 'Powered by Open Outreach' block is showing up in the 'Tertiary' block region even when it is disabled or has been placed in a different block region. I would like to hide the visibility of this block on a production site, or at least move it to display below other information. How can I remove this block?

You need to work with context and do so by first enabling Context UI. See the section in the Open Outreach user documentation on working with blocks.
