I believe I've shown my ability to maintain this module. I need to be able to update the project page, issue queue components, etc, and currently cannot do so. Could someone who has full maintainer access on the project please increase my access so I have full control of the project? Thank you.

You have permission to do everything except administer maintainers. Is this a input format issue instead?

I added you to the 'Full HTML user' role on d.org. Maybe that helps.

Whatever the problem is, I can't actually edit the project, which means I can't change the project page, manage releases, branches, etc.

Try now? The page is using the Full HTML input format which means most people cannot edit it.

Try again again. I just noticed the project page was set to use the 'Documentation' input format rather than 'Full HTML.' I switched it to the proper format so hopefully you should have access now?
