I am looking for a way to associate a webform to a specific user which will then require the user to go back and fill out a webform.

Is there a way to do this programmatically?

I don't understand the workflow that you're wanting here, but the question is probably out of scope for the Webform issue queue. As mentioned in the submission guidelines, we don't provide help with custom coding in the Webform issue queue:
