User 1 not recognized as being in a role

When uploading avatars, it is possible to select which roles the avatar is visible to. However, User 1 is not in any roles and therefore can't see any of the avatars designated for specific roles. It's easy to get around this problem by having a second account or by having an Organic Group for a given role with User 1 included, but it would be nice if everything just worked the first time...

I was surprised that this was happening because User 1 is supposed to be able to see everything regardless. It's a possibility that I or my computer was doing something strange, so if the circumstances can't be duplicated then this issue can be closed. Thanks.
