Don't call node_load in advanced_forum_reply_num_new when not using nodecomment [#1946310]

Just a minor performance tweak, we don't use nodecomment and with many subforums the extra load on a forum page was adding up.

I just found another instance where the node_load is unneeded in advanced_forum_last_post_in_topic

Also my isset check from the first patch isn't needed
