When you add the page_slogan pane to a page you're specifically looking to display the site slogan. Given this pane is so simple, you wouldn't be adding it to a page if you *didn't* want the slogan displayed. As a result, it doesn't make any sense to then also check the theme settings to see if the slogan should be displayed.

This patch removes the logic that was checking the theme settings so that the block is always displayed if it's added to a page (which is what most people would expect).
