Mobile sidebar js hides search region on desktop in epiqo layout [#1888212]

even when the mobile media query isn't active, clicking on the sidebar will hide the search region

the attached patch fixes the problem by checking for the mobile media query before toggling the mobile sidebar code

Cleaning, the issue queue up. As you probably know, Epiqo is undergoing a rewrite so we'll make sure this isn't missed again.
