I have send notifications to myself only by way of testing. Now I want to send those same notifications to all my users. Is that possible? Should I empty a log somewhere? (I work with Poormanscron), or what?

The answer is "no", it is not possible.

Notify is not for bulk mailing, it is a lightweight module to alert the adminstrator and users that opt in about new content.
