In IRC, gatsby/zen pointed out that he didn't see the 'CVS access' tab on projects. this was surprising to me, since i know he's in the "CVS administrator" role, which has the 'administer CVS' permission. however, the cvs access tab is only present if you a) own the project or b) have 'administer nodes'. our "CVS administrator" doesn't have (and shouldn't necessarily have) 'administer nodes', so this is really a bug in cvs.module. see attached patch.
