Cache object states

There are lots of queries run by ctools_export_load_object(); if one uses exported object (especially if one uses CTools-based modules heavily, such as Panels). In production environment object states don't change and there's no need to run these queries on every page load.
In short, don't verify object state, get it from cache instead. Also maybe it would make sense to implement separate "don't check object states" switch for production sites that run only code-based objects (for Features-based workflows).
