It seems patches provided in the initial post of an issue do not get tested.
See http://drupal.org/node/180897 : 4 patches including the one in the initial post, 3 tests were made, only for the follow-ups.

I guess that would be because the mail notification contains links to the patch file for follow-ups only ?

The bot and the test site are simply amazing, BTW :-)

Patches in the initial post /are/ reviewed. Just the initial post in that issue was made before we started placing issues into our queue.
