Here is a patch that adds configurable date format and time interval to the settings page and applies them to the Start and End date and time boxes. Tested with the regular jQuery timepicker and wvega timepicker, both work for me.
The patch was made on a fresh git clone, it will probably fail if applied to the 7.x-1.0 version.
