When there are print CSS added by a module the top frame in the img_assist window is themed incorrectly. This is ecaise the the media is set to print so will not be shown on the screen. The attached patch fixes this by setting the media to all for the img_assist css.

We need more information about what you want to achieve (any why) and what exactly is going wrong.
