Possibly a CSS selector selectivity issue.

Wim LeersI still had the toolbar module enabled so I thought that might be the cause.
I disabled it and I still have this problem. I also get it on e.g. admin/modules.

Gábor HojtsyLooks like an integration issue with the Seven theme, since we are using the same wrappers for primary and secondary tabs. We can switch to other wrappers, which means we need to use a our own function to wrap that markup, cannot use the menu function directly. Thankfully this is just a small wrapper.
