When clearing cache using feeds_cache_clear, I think that the importer cache should be cleared too, meaning clearing the plugins info in the cache database.

By the way, I've found a couple of entries in my cache bin very similar, one being "plugins:feeds:plugins" which seems to have all the feeds importer stuff, but another called "ctools_plugin_files:feeds:plugins" which is empty. Not sure if it's related somehow.
