Hi,
is there a way to build a t-shirt shop that allows user to create custom shirts (type texts and place a artwork)
with commerce. Or is there any 3rd party integration to build a site like spreadshirt.com or http://www.cafepress.com
product configurator in drupal?

Yep, it's possible, but that's a very loaded question that we won't be able to answer here. It involves user permissions, product display configuration, pricing, payment, etc. Your best bet would be to browse the http://www.drupalcommerce.org/showcase, look for sites with similar functionality, and reach out to the developers of the site for guidance. (That or hire a Drupal dev to help you plan and implement the site.)
