Continuing discussion from #1357908: panels or context for layouts, whether we should use Context or Panels for layout management.
Must haves:
- Ability to disable layout management for artist role (i.e. turn off Panels and Views UI)
- Has a clean upgrade path to Drupal 8
- Safe fallbacks if turned off completely.
