Steps to reproduce:
1. Set "Device detection module" to "Mobile Tools"
2. Set "When do you want to switch themes" to "Switch theme for a mobile device"
3. Choose the mobile theme to render

Expected Results:
Access the whole site using the "Opera Mobile" and always see the mobile theme

Actual Results:
The desktop theme always be displayed

Using: Opera Mobile Emulator
