Currently, drush ctex has a drupal dependency configuration, but we can easily solve this by simply using module_load_include. Patch upcoming.

This makes alot of sense to me, I don't always want bulk export enabled but do want to use the export command. Having a quick look/test now. I'm sure you already have though :)
