README.txt still claims it's necessary to enable and disable NPBR on its own setting page

Since the new Drupal 5 API hooks which make this module work more cleanly have made this step unnecessary, I suggest updating README.txt so that those of us who read documentation don't get confused when they can't find the settings page :)

On a related note, I believe the case 'admin/modules#description' in function node_privacy_byrole_help() can be deleted.
