Project browsing shouldn't exclude projects without a file

Files are optional for release nodes, especially now that http://drupal.org/node/105224 is fixed. So, the queries for the project browsing pages shouldn't add a requirement that the release node has a file. We should just rely on if the node is published or not (and all the other filters, of course).
