Panopoly is needed as a base for Open Academy so instead of maintaining two very similar make files it would make more sense to build OA's on top of Panopoly's.

Attached patch does that using a make include, but relies on #1427752: Support drush make includes[] in drupal-org.make files to be deployed to work on drupal.org

This issue is not really valid any more. We now include panopoly following recommended practice
