Usually all works well, but I have had 2 instances now out of dozens of orders where the base rate is applied when order is over $100.00, which is when percentrate should kick in. I cannot reproduce the mistake. This has occurred with and without patch applied from #931872: apply (minimum) base rate on order total, not at product level.
