Hi.

I am looking at the edit vocabulary page in admin/structure/taxonomy/tags/edit and I can't see no option to enable active tags. I did look at a second vocabulary just in case I didn't miss it.
I have a widget on top of the form called taxonomy breadcrumb perhaps taking its place?

If you are talking about 7.x, then it does not work that way. In D7 Active Tags is now a field widget on the taxonomy reference field.
