I've downloaded, unzipped and uploaded version 6.x-3.17 a couple of times now having been prodded by the Status Report in Drupal. And I've checked that the uploaded file webform.info includes this line:

version = "6.x-3.17"

But Status Report says I have version "6.x-2.10" and a security update is required.

I have no idea why this is happening - does anyone have a clue?

This is almost always because you have another copy of the Webform module somewhere on your site. You can either do a search through your file system, or look in the "system" database table to find the row for webform, and find the path to the duplicate copy there.
