If you enable module but disable for all users or in testing mode, it shows a warning that it is disabled (or in testing mode). This is not a warning as ability to disable (or put in testing mode) is feature of module.
Please fix the following problems with the installation of the CDN integration module:
CDN integration is only enabled for users with the access files on CDN when in testing mode permission

Wim LeersI agree that this can bee annoying. But that's why it's a *warning*: typically, it should be set to "enabled". If that's not the case, the administrator should be warned. I do this to prevent support requests of the type "CDN integration is not working, please help!".
However, the text *should* be changed: "please fix the following problems" is wrong, it's not necessarily a problem, it can be a choice.
