Missing a component of Installation? Nothing is working.

Everything appears fine. CSS wise. But nothing I click on behaves properly. No dropdowns, etc.

From a vanilla D7 install i've installed the
-library module
-bootstrap_ui module
-added bootstrap code to proper folder
-Jquery module (set to 1.7)

I've enabled the modules and enabled the theme.
Css is working fine, but no actions are working when I click on a button for instance. Even the user menu button in the top right.

This may simply be a real quick run through on how to implement features, right now I feel dead in the water having missed something fundamental.

What is the UI module for by the way, documentation is hard to come by.
