Project-generated vocabulary should be called "Project types"

people at my day job keep getting confused by taxonomy stuff on our site. one of the most confusing things is that the project-generated vocabulary for classifying projects into types and categories is just called "Projects". :( we don't have that many project nodes, so we don't use the project taxonomy stuff. a fellow site admin needed to add a new issue queue, so they wanted to add a new project, but thought they should do so by adding a new thing under "Projects". can't say i blame him...

let's just call this vocabulary "Project types", to help avoid this sort of confusion. while i was at it, i code-styled the array in question.
