» upgrade modules (simplenews, fusion, panels, ctools, etc) and post new release
Yep, and a new version of Drupal core coming too.
Might you or anyone at echoditto like to take on preparing and posting the release? Steps would involve:
Update all modules to latest stable releases in Debut features .make.inc files and commit the changes. Note that a given module may be included in multiple features. If there is no significant change to the Debut feature, I don't issue a new release just for changes in the .make.inc file, since when we generate the distro we use the dev branch .make.inc file.
Build the distro, getting the updated modules and latest version of Drupal core.
Test on a demo site.
Commit updated code to Github and tag for a new release.

Documentation on what we've done so far is here: http://openoutreach.org/section/develop-open-outreach. (Ideally we would switch to packaging on d.org, see #1487926: Switch to fully packaging Open Outreach on drupal.org, but I might wait until after the next release, as we have a few kinks to work through related to .make files.)

nedjorosemarymann and I have completed most of the updating and implemented a workaround fix to #1487926: Switch to fully packaging Open Outreach on drupal.org. Doing further testing and fixing prior to a new release.
