Make package autocomplete search string case insensitive [#1496322]

Autocomplete field for package are case sensitiv.
This patch will make it case insensitive.
I worked all night doing this patch:)

Yea that looks like it'd take all night to do :P

Patch 0 is RTBC, but the unrelated missing space on that line is really bothering me, so here's a combo patch.
