I' think, it would be better to sort newsletter issues not by update, instead by create date!

    $letter_order = $item->sort == 0 ? 'n.nid' : 'n.changed';
	
in line 123 change to this:

    $letter_order = $item->sort == 0 ? 'n.nid' : 'n.created';

The best would be to allow people to configure this behaviour in UI...

Just changing this would change existing behaviour and break things for people already using this.

This functionality has been included in the 7.x release. The 6.x release is no longer supported, so marking this as a won't fix.
