I have setup two flat shipping rates. $8 for countries like US, UK, CA and $19 for rest of the world.

I have created $8 and $19 flat shipping rate at admin/store/settings/quotes/methods/flatrate

But when I try to add condition for selection of countries, there are no conditions like: "check an order's shipping country". Is there any other way to get shipping price $8 for countries like US, UK, CA and $19 for rest of the world?

Or, is this a bug?

Thanks. It wroked.

But how can I select multiple countries. I'm only allowed to select one country at the moment. It will be pain to create "condition" over and over again for all the countries.
