interferes with public access granted by OG

i originally posted this as a bug on OG: #1450692: public content does not work but i am guessing it is now a bug on Content Access.

basically CA is used to allow site wide View access to Survey nodes for a specific role.

for other roles it does not grant view access.

OG access control sets a specific Survey node to be Public (visible to all site users) but this node is not visible to members out side of the Group (og) - even though it should be. if i disable the Content Access module the node becomes visible to everyone (as it should be)
