Maybe it would be useful to have a blocks integration to be able to choose more precisely where to position the Back to Top button and on which pages. This could also be a good feature when using panels. Applying a patch for this.

Great idea! Maybe it's not necessary to have new css and js file for the block variant. But let's try this out and make it happen!

You are right. It would be much cleaner to just remove unnecessary css. Not sure how to change the body reference in the js dynamically. Any ideas?
