Apparently there are some different opinions as to which panes should be included in the progress: #1293866: Need to remove empty pages from progress bar, #1294122: Not visible on payment pane). Especially regarding the redirect one I would actually like to see that pane in the progress. Would it be possible to make this configurable? For example have a checkbox per pane that can be enabled/disabled?

This is now a duplicate of #1508472: Ability to dynamically specify wether checkout page should be included in the progress bar. Please test the patch in that issue and report there if you still need the functionality.
