Could it be made so that TAC would work for taxonomy terms?
That mean - i've vocabulary "Access control" for managing the access rights and vocabulary "Group". This "Group" vocabulary has field for term from "Access control". Would it be possible to manage the rights for terms from "Group"?

TAC uses the core node access system, which means that it only provides explicit access control for nodes. However, if you simply want to control which roles can see or use terms from "Group," then you can configure access rules that grant or deny the "View tag" and "Add tag" permissions for the "Group" terms or vocabulary default.
