Enabling comment_node_article_form as a rederable element doesn't make a layout available in the Comment Field section (../admin/structure/types/manage/article/comment/fields). Is this default behavior? Should I take additional steps to make one available?

Seems to have been resolved in Display Suite, just upgrade to the 2.x branch.
