I believe you can use [#ISSUEID-COMMENT] filter to link to a specific comment on the issue. By doing that makes easier to know which patch should be applied, as there are sometimes a few patches and all becomes a bit confusing. Normally is the last, I know, but sometimes it's not what you might suggest.

Well, now that I've gone over it, besides adding the specific comments to it, it may be good to note or at least understand why #471970: DrupalWebTestCase->getAbsoluteUrl should use internal browser's base URL is needed, as it only affects tests. I understand the need for them, but if we were to try this on a production server we might not need to have that patched.
