Can you give a sense of whether this module could easily be "backported" to 4.7? What changes would be required?

You'd have to grab yourself a copy of Actions for 4.7 and undo whatever is applicable to http://drupal.org/node/64279.

Instead, you might try downloading the initial commit. I didn't write the original version, but the second commit comment says "upgraded and ready for 5.x".

You'd only want to try to try backporting the 5.x-1 branch because the 5.x-2 used the Drupal 6 backport of actions, which don't work the same way.
