Following on the Drupal 8 core change at #1260586: Consolidate .po file import to one directory and as a performance optimization for the installer, localize.drupal.org should make available installer .po files of distribution type projects. Both the installer type .po files and the notion of distribution type projects are Drupal specific, so it would be great if a generic solution could be found.

The admin UI for l10n_server packager already has controls to export installer files for a specific project, so this should be generalized and included in the regular .po file generation flow + exposed on the downloads UI.
