PHP Fatal error: Call to undefined function webform_expand_checkboxes() when a file field in on a webform [#1380724]

When a filefield is added to the webform type, this PHP fatal occurs while trying to remove a previously uploaded file.

It's related to the webform bug #1332100: Prevent undefined function calls in component includes but that change to webform seems not to resolve the error.
