Default settings for mailboxes

Right now, some mailbox settings (folder, server) have defaults on the creation form, but others (encoding) do not, and are set dynamically in the retrieval plugin. These should be brought into the form as default, and added to existing mailboxes if necessary. Also, I might want to look at the ctools export ui to see if there's an easier way to set defaults.
