Open Outreach aims to be fully usable with any theme that supports a minimal set of regions, rather than being highly reliant on a particular base theme or a theme customized for the distribution. However, the particular themes we ship with should be compatible with responsive design and should allow features to be designed in responsive ways.
Currently Open Outreach ships with two Fusion-based themes. Fusion was selected with priority on ease of configuration offered through Skinr or Fusion accelerator. However, Fusion doesn't seem any longer the strongest match. Few if any other D7 distros are using Fusion. As for sub-themes, we haven't done much with Granada since initially posting it and Mix and Match is apparently unmaintained.
In selecting a different base theme to add, considerations include:
- Is well supported.
- Has suitable sub-themes.
- Is responsive and configurable/flexible.
Options to consider:
- Zen. Subthemes to look at: CTI Flex.
- Omega, which as well as responsive design offers Context integration through Delta. Subthemes to look at: Navin.
- Adaptive theme. Subthemes to look at: Pixture reloaded, Corolla, Sky.
AdaptiveTheme appears to be the strongest candidate. It has several great subthemes and excellent configurability. To this end, we have drafted a new AdaptiveTheme subtheme, Outreach, beginning by cloning and converting the existing Skeleton theme.

Why? Because it comes with a lot of accessibility support, ARIA roles etc which I feel is important for a nonprofit website.
Also because it comes with SASS setup and I'm lazy ;)
Fusion does have a beta release, and it's true it has support for existing themes out of the box, but I've found it has a fair few limitations when it comes to multiple layouts, but maybe I'm mistaken.
I would not recommend Omega, I don't think it focuses enough on Accessibility.

nedjoYes, we've been using Open Outreach successfully with AdaptiveTheme subthemes.
Fusion is now more or less adaptive so the key issue is fixed, but leaving open as we're still considering either switching or adding a new base theme.
