New %bean_delta URL breaks translations

The use of %bean_delta in bean URLs instead of %bean breaks integration with entity_translation.module. Entity translation expects the standard %entity placeholder. Easy fix, just need to provide a custom translation handler. Also included correct access handling in the handler, since it's easy.
