Again (#1361936: perform some text filtering on plugin titles), module names require filesystem access so this can't be exploited without messing with files on the filesystem so it can be a public issue.

In the spirit of this patch I also fixed several other cases of using ! instead of @ in various t() calls. Committed to edaddef in D7.
