And the panel is not being deleted. So I have a panel on my front page which I want to delete and I cannot.

@RaulMuroc, please, this is the third issue you open, or fourth depending on the definition of open, and in all of them, you completely neglect to give anyone, any means what so ever to help you. This issue is clearly not even related to Panels.

Just in case it's not obvious, the error clearly indicates an issue in the content_access module.
